The situation addressed by the guidance
FDA’s September 2026 guidance addresses certain neonatal starter parenteral nutrition products following a potential supply gap. It describes priorities for relevant outsourcing facilities, state-licensed pharmacies and federal facilities. It is not a general policy covering every drug category.
Read the body and appendices together
The original guidance links specified measures to conditions, appendices such as product lists, and time limits. Follow those references rather than interpreting a single appendix or news sentence in isolation. Current conditions and status should be checked in the latest official document.

Separate a summary from an applicability determination
The reading order here is subject, entity, measure, conditions and dates. A specific arrangement for neonatal nutrition products does not independently support the same conclusion for GLP-1 or other peptide products. A policy note does not establish that a particular organization or product meets its requirements.
